Wetland Board Public Hearing Schedule

  1. Lancaster County, c/o Bay Design Group, P.O. Box 51, Urbanna, VA 23175; requests permission to install a 16' x 60' concrete boat ramp with a 6' x 67' courtesy pier and an 18’ x 20’ ADA floating kayak launch connected upland by a 4’ x 30’ gangway to two 8' x 30' dock ramps at variable slope with two 8' x 5' landings. As part of the project, a 6' x 30' L-head addition to an existing dock and 67' x 2" x 10" tongue and groove (T&G) pressure treated sheet pile are being proposed. Permission is also requested to install two Class I riprap revetments (634 square feet and 2,732 square feet, respectively) for a total of 3,366 square feet of revetment, and 33 linear feet of Natrx breakwater structure with 612 square feet of beach nourishment. All measures to be installed along the shoreline of Carter Cove as part of the new County park to be built on the parcel. Located off VSH 632 (Johns Neck Rd.) on Carters Cove Dr. Tax Map #33-164.   2. William R. Elliott & Lisa B. Elliott, c/o Kelsey Haynie, Ransone's Nursery & Maintenance, P.O. Box 1237, Kilmarnock, VA 22484; requests permission to install 12 cu yards (185 sq ft) of beach nourishment and wetland plantings and 125’ of class A1 and Class 1 rip rap revetment along a failing bulkhead of Carters Creek. Located off VSH 757 (Saint Andrews Ln) on Waterview Point Ln. Tax Map #27B-4-11G. VMRC #26-0275 & NAO-2026-00278.

  3. Mark Swatling, c/o Jeff Corbin, Native Shorelines, Davey Resource Group, Inc., 1892 Fairground Rd, Maidens, VA 23102; requests permission to restore a living shoreline/fringe marsh to historical footprint by installing 60 linear feet of sill with 135 sq ft footprint of QuickReef® semi-sill on the western edge, and oyster shell bags/coir logs on the eastern edge of the sill. The sill will be nourished with 1,152 sq ft of sand and planted with 1,096 sq ft of wetland vegetation. A marsh opening will be created to restore flow and Envirolok bags will be used to stabilize the opening for a total project impact of 1,700 sq ft. All measures to be installed along the shoreline of the Corrotoman River. Located off VSH 611 (Hoecake Rd) on Woodbrook Dr. Tax Map #20F-1-17. VMRC #26-0382 & NAO-2026-00394.

  4. Warren Sellew & Augusta Sellew, c/o Alyson Schlobohm, Marine Permits, LLC., P.O. Box 15852, Richmond, VA 23227; requests permission to install a 56’ X 6’ community pier with 2 boat lifts on Indian Creek. Located off VSH 3 (S. Main St.) on Waverly Ave. Tax Map #29-3Y.   5. C. Marchal Flagg, Jr. & Elena F. Flagg, c/o Bayshore Design, LLC, 8518 Cople Highway, Hague, VA 22469; requests permission to construct (2) 80’ armor stone breakwaters and a 35’ armor stone spur and to install 630 C.Y. of beach nourishment with 7,000 sq ft of wetlands vegetation plantings and to repair a 11’ x 35’ section of the existing boat ramp along the shoreline of Indian Creek. The Wetlands Board meets on the second Thursday of each month in the Board of Supervisors Meeting Room at the Lancaster County Administration Building, 8311 Mary Ball Road, Lancaster, Virginia. The meetings begin at 9:30 AM.

Instructions for Making Public Comment

Electronic Participation Meetings are conducted in a Zoom webinar format in which the board members and certain members of County staff ("panelists") may be visible on camera and will be able to speak, while the press corps and members of the general public ("attendees") will be placed in a "view-only/listen-only" participation mode.

When applicable (depending on the type of meeting being conducted), members of the public who wish to state their comments or questions must ask to be recognized by clicking the "Raise Hand" button near the bottom of the Zoom interface window. Telephone callers will be able to raise their hands by pressing *9 on their telephone keypad. Upon being unmuted, citizens should provide their name and district in which they reside and then state their question or comment.

Inappropriate or offensive comments or language will result in immediate dismissal from the meeting.
